On Target Communications, Inc. (OTC) is an event management, promotions and television production company with over 15 years of experience conducting "Challenge" type competitions for police, fire and military. The properties owned by OTC include: The Firefighter Combat Challenge, The Firefighter Combat Relay, The LEOPARD Challenge, The Original SWAT World Challenge, The Canadian Tactical Challenge, The Rocky Mountain Tactical Challenge, The Northeastern SWAT Challenge, The Best Ranger Challenge, and The Marine Corps Super Squad Challenge. The definition of a Challenge Competition is one that is based on the real job tasks of the aforementioned first responder occupations. Since 1992, OTC has produced over 25 TV programs that aired on the Discovery Channnel, ESPN, OLN, VS, Comcast On-Demand and the Armed Forces Network as well as having programs distributed internationally.

Begun in 2004 with the World SWAT Challenge, an invitation only SWAT competition, the World SWAT Challenge Series (WSCS) has grown into a four event competitive series that encompasses all of North America and attracts teams from around the world. The purpose of the WSCS is provide a platform for law enforcement SWAT and Tactical Teams to gather for training, the exchange of ideas, and competition.

WSCS competitions are unlike other SWAT competitions in that all are composed of live-fire, head-to-head events, conducted in full tactical gear, and only one round is provided per target, per man. The Canadian Tactical Challenge, The Rocky Mountain Tactical Challenge and the Northeast SWAT Challenge are open competitions. Any law enforcement (sworn officers) SWAT or special operations team may participate as long as all members are from the same department. All Star and composite teams are not permitted.

Dr. Paul O. Davis, Ph.D.
President, On Target

Dr. Paul Davis received his Ph.D. from the University of Maryland, College of Human Performance. A former firefighter/paramedic, he is a renowned expert witness on the subject of physical fitness and employment standards in the public safety sector. His ground-breaking research was the basis for the creation of the Firefighter Combat Challenge

Patrick Jameson.
Executive Vice President

Prior to joining OTC, Mr. Jameson served as the National Director of Oracle’s (NASDAQ: ORCL) State and Local Homeland Security and Justice/Public Safety division. Mr. Jameson is a former Maryland State Police Trooper chosen for the Special Operations Division and became an assistant team leader of the Special Tactical Assault Team Element (SWAT). He participated in and trained for numerous emergency situations including counter-terrorist operations, hostage barricade incidents, violent fugitive/narcotics warrant service and executive protection details (Protecting two U.S. Presidents, Pope John Paul II and numerous foreign dignitaries). Mr. Jameson also worked in the Maryland Office of the Attorney General where he directed complex investigations of state fraud, federal multi-jurisdictional crimes, public and corporate corruption, violations of state tax laws and assisted State's Attorney's Offices in special and intricate criminal investigations.

As President of the State Law Enforcement Officers Labor Alliance representing six state police agencies, Mr. Jameson provided executive management, leadership and strategic vision for an independent 2,000-member police labor union. He has also worked on the Presidential Inaugural Committee.  Mr. Jameson holds a Bachelor of Arts degree and a Master’s Degree in Business Administration from the Johns Hopkins University.

Bob Parker
Director of Law Enforcement


Retired from the Omaha (NE) Police Dept. at the rank of Lt. after 30 years of service.  Bob served as commander of the OPD Emergency Response Unit, Bomb Response Team and chaired the contingency committee.  In 1997, Bob wrote, organized and implemented the Patrol Rifle Program for the Omaha Police Department and The National Tactical Officers Association (NTOA).  Bob is the High-Risk Patrol section chair for the NTOA. He also instructs Patrol Rifle Instructor Certification, Patrol First Responder, Patrol Counter Ambush, Sub machinegun Instructor Certification and Patrol Response to Active Shooter Certification.  For the past 20 years, Bob has written the "Countermeasures" column in the NTOA's Tactical Edge.

Jay Staeden
Vice President of Operations

Prior to joining the Challenge, Jay was a firefighter/paramedic with the Albuquerque Fire Department before finishing his 23-year career as Deputy Chief. Jay heads up our OTEC operations, the official Nederman Distributor for the Mid-Atlantic region. He was a member of the famous Albuquerque Chief’s Team, a highly visible and competitive team that captured the attention of the collective fire service.

Jennifer Harrison
Manager of Business Development and Sales


Ms. Harrison comes to On Target Communications, Inc. with over 17 years of Administration and Operations Management, as well as events planning and business development experience. She received her B.A. in English Literature with minors in Sociology and Communications from Loyola College.

Ashley Kelly
Event Coordinator/Public Relations

Ashley Kelly currently resides in Gaithersburg, MD, but being a Tennessee native wears her "Vol" spirit proudly. Ashley previously worked with several leading organizations within the competitive cheerleading industry, as well as with DeVry University. She graduated with honors from Howard University with a B.A. in Public Relations & Sports Administration, and was also named a National Collegiate Scholar two years in a row. This is an honor received by less than 5% of all college students. She is an die-hard Ohio State Buckeyes fan and her favorite foods are pizza and ice cream.

Rick Payne
Course Marshal

Rick is a retired fire chief from the Palatine Fire Department in Palatine, Illinois after 27 years in the fire service. Rick started as a competitor with the Challenge in 1992 and competed for 11 years before winding up his Challenge career in 2002 at World Challenge XI in Deerfield Beach. 2004 was Rick’s first season with the staff and this year he is driving the Tower Truck!

Brent Davis
Event Specialist

Brent P. Davis holds the age-record for 13-year olds having posted an impressive 4:39 in 1994. He’s completed two tours in Iraq, and is now a member of the USMC Reserve and is a course official and back-up driver for the tour.
